Who qualifies

Owners of commercial, retail and industrial buildings (and institutional, multi-family and not-for-profit buildings) in Toronto, who submit a feasibility study by a qualified professional and a building decarbonization plan demonstrating a minimum 60 per cent GHG emissions reduction by 2040, plus two years of audited financial statements.

Industrial buildings are explicitly eligible and lighting is an eligible measure, which makes this the natural stack-mate for BizEnergySaver on a Toronto plant. TWO HONEST CAVEATS: it is DEBT, not a grant; the interest rate tracks the City's cost of borrowing and varies daily, and is confirmed only on approval; and the 60-per-cent-by-2040 decarbonization plan is a substantial piece of engineering work, so this is a fit for an owner already committed to a decarbonization pathway, not for a one-off lighting swap. Authorized third parties may apply on the owner's behalf.
