The IESO's large-scale electricity efficiency program for industrial process work; it cost-shares the feasibility study first, then pays on verified savings. Because incentives are paid against measured results, a baseline measurement and an M&V plan are required at application, before anything on the system is changed.

Who qualifies

Owners, operators or authorised third parties for non-residential facilities in Ontario's industrial, municipal, institutional and healthcare sectors, proposing a minimum electricity saving of 600 MWh per year.

Status note, as recorded

Launched 20 November 2025 and confirmed open by the IESO's own launch notice: "Save on Energy's XLerate Program is now open and taking applications." It replaces the previous Save on Energy Industrial Energy Efficiency Program (IEEP). The $450/MWh grid-constrained rate is stated in the IESO launch notice (ieso.ca), not on the program page; the program page states only $300/MWh, so quote the higher rate as "per the IESO's launch announcement". The program page publishes no intake window or deadline. Projects must be completed within five years of the Participant Agreement execution date, and participants must achieve at least 50% of anticipated savings to earn the incentive. The strongest fit in the whole library for measurement and verification work: "Baseline measurement is still required prior to making any changes to the system to create the M&V plan at the application stage." Program Guide for Participants v2.0 is dated 11 May 2026.
