That is a federal program paying for the monitoring layer itself, which is rare. THE MONEY IS ALLOCATED BUT THE DOOR IS SHUT: the funding period runs April 2026 to March 2029 with projects due by March 31, 2029, so a further call inside that window is plausible and this is a high-value thing to re-check quarterly. Note the scope is COMMERCIAL AND INSTITUTIONAL BUILDINGS; the industrial equivalent sat inside GIFMP, which is also closed.
