Prescriptive amounts for boilers up to 150 hp: non-condensing economizer $10,000, condensing economizer $13,000, total dissolved solids blowdown control $4,000, combustion oxygen trim $16,000, parallel positioning $9,000. For 151 to 299 hp: $16,000, $20,000, $4,000, $18,000 and $10,000 respectively. A further tier applies to boilers of 300 hp and up.

Several of these measures ARE instrumentation rather than generic HVAC: combustion oxygen trim "measures the oxygen concentration in the flue gas and enables air supply adjustment based on real time measurements", and TDS blowdown control is a continuous-measurement retrofit. A gas utility paying $16,000 to $18,000 for a sensing-and-control upgrade on a single boiler is a strong talking point. Status "unknown", with no intake or closure language on the page.
