THE FEBRUARY 11, 2027 DATE IS THE BONUS WINDOW, NOT A PROGRAM DEADLINE; the underlying program is ongoing, so that date is recorded in its own field and the program carries no closing date. There is a second date behind it: projects must be completed by March 14, 2028 to keep the bonus, which is the real planning constraint on a long capital project.
